Bear-proof emergency shelters are gaining traction in Japan as the country faces a record surge in bear encounters, with nearly 200 people attacked and at least 13 killed from April to early November. Authorities have deployed licensed hunters, Self-Defence Forces and new rifle rules for police, while local firm Jacacon has unveiled 'Kumacon' container shelters designed to withstand brown bear aggression and serve as disaster-ready safe rooms.
